Minutes of the Legislative Council Ordinance Committee

The Ordinance Committee met on January 25, 2012 at the Newtown Municipal Center. Ordinance Committee Chairman Jacob called the meeting to order at 6:30pm.

Present: Ms. Jacob, Mr. Bolinsky. Mr. Carroll, Mr. Merola, Mr. Capeci, Mr. Girgasky. (Ms. Llodra 7pm)
George Benson (Land Use Agency-Newtown)

PUBLIC PARTICIPATION: Monica Roberto (theanimalcenter.org) mentioned that “The Animal Center” offers assistance with a spay & neuter program and a spay & neuter requirement may be excessive for parties referenced in the proposed ordinance. Ms. Roberto also suggested that some donation based fund be established should organizations such as “The Animal Center” cease to exist. A spay & neuter education fund was another suggestion.

REVIEW AND APPROVAL OF MINUTES FOR 1-18-12: Motion to accept minutes made by Mr. Girgasky and seconded by Mr. Carroll. All in favor.

DISCUSSION AND POSSIBLE ACTION ON THE FOLLOWING ORDINANCES:
  • Anti-blight ordinance: Mr. Benson offered changes to the proposed anti-blight ordinance in an effort to bring appropriate town agencies together to effectively address potential blight issues. Mr. Bolinsky to explore ordinance applicability regarding “historic” properties.
  • Ordinance for Controlling felines: Ms. Jacob stated that Chief Kehoe has no further input to the current revision of the ordinance. Adjustments and acceptance on schedule with consideration for opening of new Animal Control Facility.
PUBLIC PARTICIPATION: Ms. Jacob asked if Ms. Llodra had comments regarding the spay & neuter services currently offered by “The Animal Center” as Ms. Llodra joined after Ms. Roberto’s comments. Ms. Llodra stated that the Town should not administer any donation based fund for such services and that the Town might consider some type of education regarding needs for spay & neuter.

The Committee agreed to meet on February 8, 2012 at the Municipal Center.

A motion to adjourn was made by Mr. Capeci and seconded by Phil Carroll.
